PVUSD Superintendent Dr. Alex Cherniss, reported on the development of two programs for the reopening of schools in the fall: full time online schooling and a 50% hybrid model with 50% of students alternating on campus at a time.  He will also be working with City Managers to develop programs for outdoor camps.

Jane Noll – Her efforts in reporting violation of using gas blower and enforcement has paid off.  

Dawn Murdock – Urges people to take the PVrrg survey to make their opinions known. 

Dez Myers – Urges the City to digitize City documents for transparency and that the City understated the cost of public pension and therefore the cost of police.

Karen Logan – PVE Neighborhood Watch (NW) urges people to buy at local markets and attend NW local area Zoom meetings. 

Joan Davidson – Wants Pete Constance, consultant to the Pension Ad Hoc, to disclose all sources of his income public.

#8: Resolution No. R20-23 Estates Adopting a Comprehensive Fee Schedule Establishing and amending Certain Service and Development-Related fees for City Services

PUBLIC COMMENTS:  none

STAFF REPORT & DISCUSSION: 

Staff proposed a 3.1% overall CPI increase, except for a few services that require more, in order to achieve 100% cost recovery. There are six ADU applications for 2020.  The ADU permit fee is currently at $1,027. CM Kao considers it to be too low.  Staff is asked to recalculate to include cost of legal work for approval in September.  

Amendment: The Parkland Committee fee for trimming City trees be waived; and resident need not apply for residential tree trimming permit for the same tree more than once in a 5-year period.

#10. School Resource Officer Program

STAFF REPORT: Last year PVE agreed to pay $15,000 for the PVPUSD’s armed security officers for PV High as the only time the city would do it. PVPUSD now wants to continue the program this year and is asking PVE to pay $30,000 this school year and every year thereafter.

Public comments: PVPUSD Superintendent Dr. Alex Cherniss and PVPUSD board member Rick Phillips spoke for and Desiree Myers spoke against this payment.

Mayor Pro Tem Kemps moved for the City not to approve the MOU, but without support from other Councilmembers.

VOTE: Approved: (4-0) MPT Kemps dissented.

CITY MANAGER & CITY COUNCIL MEMBERS’ REPORTS

City Manager Gulielmo reported on the resignation of City Engineer Rukavina.

Interim Chief Dreiling provided details about the enforcement of gas blower ordinance. 

Council Member Lozzi expressed concern about the budget process and would like to move forward on committees for the next fiscal year, as decisions need to be made soon.

Council Member Davidson wants a Grant writer and requested a future agenda to discussion term limit. 

Council Member Kao stated that our concessions (501-C7) were barred from obtaining loans under the current federal stimulus package.

Mayor Pro Tem Kemps requested that Pension Ad Hoc Committee be scheduled at a future  meeting to present their findings to the public and recommendations to Council. He also recommended to include a future agenda item to discuss ways to address transparency.

Mayor McGowan reported on a meeting with the Golf and Tennis club to discuss ways of creating revenue.
