The Election for PVHA Board of Directors was held at the PVHA Annual Meeting on January 14, 2020

There are 5400 lots, so a 35% quorum is 1897.  Unfortunately, the number of ballots received and verified was 1864 members – 33 votes short of a quorum. As such, PVHA President Dale Hoffman declared the election invalid and announced that the Board would take up the constitution of the Board moving forward at their next regularly scheduled Board Meeting on January 28th at 4:30 pm at the PVHA office at City Hall. No count was given of votes tabulated by candidate, but hopefully that will be revealed at the January 28th meeting.  On the “lowering the quorum” referendum, there were 1229 “yes”, 534 “no” and “a good number blank or voted for both.” Therefore, residents voted over two to one to lower the quorum and the measure passed as a simple majority was required; however, that was not stated during the meeting. As a next step, Jeff Lewis reminded the Board that it is obligated under the Settlement Agreement to take the election results back to Judge Kwan who said she would lower the quorum to 35% permanently if a majority supported it (regardless of how many members chose to vote). The firm counting the ballots revealed that 221 ballots were received unsigned and two follow-up letters were sent to those members pointing out the deficiency. However, there was no personal follow up. Several members who attended the meeting this evening asked to the Board to extend the election and create an outreach program of volunteers to personally follow up and try to encourage those members to sign their ballots. The Board said that they considered extending the election but decided against it. Who voted for or against extending the election wasn’t revealed.

Palos Verdes Residents for Responsible Government (PVrrg) believes that an informed electorate is the key to effective democracy. All five Board of Directors Seats for the Palos Verdes Homes Association were being contested. Six candidates collected at least 100 signatures of PVHA members, including three incumbents. Because the 50% +1 quorum requirement has not been met since 2009, PVHA has not had a valid election since 2009. Thus all current members of the Board have been appointed by the Board, and never elected. This election is important because for the first time ever there will be a ballot initiative to lower the 50% quorum in the By-Laws to 35%. PVrrg is supportive of this ballot initiative in order to allow PVHA to act as a democracy; however, PVrrg takes no position on supporting individual candidates.

PVrrg as a group does not endorse any candidates, although some of our members may do so as individuals.
